People worry that acts of kindness will fall on deaf ears, or they will receive no "payback"; so they don't act kindly, and aren't charitable. Charity, to me, is the act of giving selflessly without expectation of payback in kind, because one can give, and because another is in need. If the thing given does not help, the act of giving - the energy one puts forth by giving, the vibe - might help. You give because it will make someone's world a better place, even if it's just you, and all you get is the knowledge that you've done something kind.
